"Councilor is a powerful arcanist in service to the empire. He is a trusted advisor to the Empress herself and provided his services on numerous occasions for the sovereign. For his accomplishments, he was granted the noble title "Master of the Arena", which effectively made him even more politically influential.
His nomination as owner of the area was made a decade ago, and some people say that since then he didn't touch the ground with his feet even once - being carried by slaves everywhere as an obscene manifestation of his power."
