The rank and file members of the Rossa Cartel, the kind that are on the street shaking down shopkeeps for protection money, or breaking the knees of some juveniles who decided to take coins from a beggar’s jar. Most people recognise these kinds of men as soon as they see them, and their unpredictable behaviour can often confuse people if they’re upstanding or unseemly, though they are seemingly unbound by moral codes. They answer to the call of the Cartel, and by and large that call is Skilet’s.

The Rossa Cartel Enforcers are the muscle on the streets, the backbone of the Cartel’s operations, and the ones most visible to the common folk of the city. Hardened thugs, roughnecks, and career criminals, they operate with the kind of chaotic control that keeps shopkeepers on their toes and petty thieves in fear. With a shake of their fist or the casual twirl of a club, they can turn a shopfront from a thriving business to a ruinous mess, all while collecting their “protection fees.” Yet, despite their heavy-handed methods, there is a paradox in the way they conduct themselves; a strict code that protects the lowest of the low.

To the untrained eye, Rossa Cartel Enforcers can appear as aimless brutes, their moods unpredictable, their tempers quick to flare. But there is order within their chaos. They rarely, if ever, harm the poor or beggars, viewing them as sacred to the Cartel. The destitute on the streets, those easily overlooked or discarded by society. They are known as "storytellers" to the Cartel. They serve as informants and spies, with ears tuned to every whisper, every shady deal, and every secret that might slip past the lips of the unguarded. Any fool foolish enough to cross a storyteller, whether by stealing from their coin jar or by laying a hand on them, will find themselves at the mercy of the enforcers' wrath; a mercy that seldom ends kindly.

These enforcers are not men of half-measures. They carry out Skilet’s will with ruthless efficiency, whether it’s sending a message to a reluctant shopkeeper or silencing an enemy of the Cartel. Their methods are often brutal, but they’re not without a sense of purpose. Each bruise, each broken bone, each whispered threat is done with the aim of maintaining the Cartel’s iron grip over the streets, enforcing loyalty, and punishing betrayal. However, it’s not just physical prowess that keeps these enforcers in control; it’s their knowledge of the streets and their ability to blend seamlessly into the underbelly of the city. They know when to show their presence and when to disappear into the shadows, reappearing only when a point needs to be made.

There is a sense of pride in being a Rossa Cartel Enforcer. To them, they are not simply criminals, they are upholders of a different kind of law, a law that serves the Cartel and protects its interests above all.
